We have big neigh bor issues help open. ?

there are these parties all night next door && around corner. They drink and smoke like crazy. We smell it and hear loud music very loud thru walls. We live in a duplex. They broke back window out of our car!! My uncle watched it ! We cant call law cause there's no visual proof. We was going fill water balloons w paint and throw it at every car over there. Wut do you think? They even lied about doing it to our faces!
