How can i get rid of fleas in my home?

i dont have pets however my neighbor in this duplex does have 3 dogs, she is elderly and isnt able to take great care of her pets and they have fleas and use the bathroom indoors all the time. The fleas are infesting my carpet, vacuming doesnt help and i have a newborn and cant bomb the home or use many sprays, i called a pest control center and they dont have an infant safe flea spray please help is there anything i can do!!
