Raise of rent because of my pet question?

Landlord can certainly charge a pet deposit for possible damages. It is returned when you move out. If the other people are not charged, that is the landlord's decision. Of course it is legal to charge deposits in case there is damage. If you dont want to pay it, you have to break your lease and pay a fee for that, or get rid of the dog.
